He is only accessible via a public beta version of Freedom Planet on Steam that let's players control him in some stages. Torque was initially meant to be a fully playable character that was promised on the game's kickstarter. When he is tasked to pilot a biplane, he is able to quickly master using it even he though he had never piloted it before.
